Toward Stability and Safety delves into the issues faced by 78 million people with old criminal records. Based on a survey of more than 4,000 Americans' experience with crime and incarceration, this report recommends that federal policymakers incentivize states to remove old criminal records, and reallocate resources to reentry workforce programs.
